Andy Winer

Executive Vice President at Strategies 360

Andy Winer brings a wealth of experience to the NOPC team. Previously, he served as Director of External Affairs and Director of Strategic Initiatives and Partnerships at the National Oceanic & Atmospheric Administration (NOAA) during the Obama administration where he coordinated engagement strategies throughout the agency and was heavily involved in inter-agency outreach following the 2010 Deepwater Horizon oil spill in the Gulf of Mexico. Andy also served as the Co-Chair of the United States Coral Reef Task Force. Later, during his six-year stint serving as the chief of staff for U.S. Senator Brian Schatz of Hawaii, Andy spearheaded the expansion of the Papahānaumokuākea Marine National Monument while running a high functioning U.S. Senate office.

After earning his B.A. in political science and history from UCLA and J.D from the UC Berkeley School of Law, Andy lived and practiced law in Hawaii for over 20 years. Andy's personal relationship with the ocean began the day he was born at the Naval Academy Hospital in Annapolis, Maryland, and blossomed as an avid tide pool explorer and boogie border as he grew up in Southern California.

Eliot Littlefield

Senior Associate at Strategies 360

Eliot Littlefield is a strategic consultant from Strategies360 working at NOPC along with Andy Winer.  

Eliot leverages his educational background in the hard sciences (a BS in Biology from Emory University) and professional political experience to help NOPC develop and implement its vision of ocean conservation policy that tackles climate change while promoting equity. 

On the weekends you can find Eliot, a passionate outdoorsman and conservationist, taking hard falls off climbing walls and cliffs both indoors in Washington D.C. and outdoors in the surrounding wilderness.
